Hutto ISD Names Cassandra Hulsey as Special Education Director

DECEMBER 14 - Hutto ISD has named Cassandra Hulsey, LSSP, NCSP, to lead special education programs as the Director of Special Education. 

"The guiding principle throughout all of my work has been the relentless advocacy for children and public education,” Hulsay said. “I'm excited to join Hutto ISD and look forward to continuing that advocacy for our special education community."

Hulsey comes to Hutto ISD from Belton ISD where she is currently the Special Education Coordinator. Ms. Hulsey has been instrumental in developing, coordinating, and monitoring procedures for Child Find, ensuring compliance with IDEA/TEA mandates while at Belton ISD. Her leadership has played a pivotal role in improving the special education program to include district oversight, enhancing robust district procedures, and fostering a positive department climate. 

Prior to her role at Belton ISD, Ms. Hulsey served as a 504 Support Specialist at Austin ISD where she trained, supported, and supervised Section 504 campus coordinators across 60 campuses. She played a key role in responding to parent and community concerns regarding Section 504 policy and practice, completed student evaluations for dyslexia and dysgraphia, and contributed to the implementation of a new 504 electronic database system. 

Ms. Hulsey also served as a School Psychologist at Round Rock ISD, Georgetown ISD, and in the state of Kansas. 

In addition to her extensive experience, Ms. Hulsey has demonstrated leadership at the state level. She has been an Executive Board Member of the Texas Association of School Psychologists, serving as President in 2021 and Past President in 2022. Ms. Hulsey has been actively involved in the Government & Professional Relations Committee, leading advocacy efforts at the state level and testifying at congressional committee hearings. Her commitment to the field of education is further evident in her involvement with the Texas Council of Administrators of Special Education (TCASE) Legislative Task Force.

Ms Hulsey officially starts in January. We look forward to the positive impact she will undoubtedly make as she leads our special education programs to new heights.
