Updates on this page will not replace other forms of emergency communication, but this serves as a place for parents to find more information concerning timely issues. It’s essential that you continue to check your phone, email and ParentSquare app for up to date information.

3:00 p.m. Districtwide Safety Update: Howard Norman Elementary

This morning, Hutto ISD responded to a reported bomb threat at Howard Norman Elementary. We want to provide our entire Hippo Nation with an update on what occurred, the coordinated safety response that followed, and our appreciation for the many people who helped ensure the situation was handled safely and effectively.

At approximately 8:13 a.m., a bomb threat was reported at Howard Norman Elementary. Hutto ISD Police responded immediately, and students and staff were evacuated from the campus as law enforcement began its investigation and safety sweep.

At the same time, Hutto ISD activated a coordinated District response. District incident managers, campus leadership, law enforcement, emergency personnel, communications staff, and other support teams worked together throughout the incident. District leaders were also in communication with all Hutto ISD campuses to ensure the safety of students and staff across the District and maintain awareness of the developing situation.

Hutto ISD Police, working in coordination with responding law enforcement partners, including the Austin Police Department Bomb Squad, confirmed there was no credible threat.

We sent initial communication to Howard Norman Elementary families through ParentSquare and posted to the District's Incident Update webpage. We continued to provide information as it was confirmed.

By approximately 9:10 a.m., law enforcement had completed its safety sweep and students and staff began returning to the building.

At 9:24 a.m., families received the all-clear notification confirming that students and staff had safely returned to the building and that the school day would continue as normal. Beginning shortly afterward, parents and guardians who chose to pick up their children were able to do so.

We are incredibly proud of our Howard Norman Elementary students and staff. They followed directions, remained calm, and moved through the evacuation and returned to campus exactly as they had been trained to do. Their response demonstrates why practicing our safety procedures throughout the year is so important.

We are equally grateful to the Hutto ISD Police Department, our Safety & Security team, the Austin Police Department Bomb Squad, our incident managers, campus and District staff, and the emergency personnel and law enforcement partners who responded quickly and worked together throughout the incident.

Thank you, parents and guardians, for remaining calm. Your patience allowed law enforcement, emergency personnel, and school staff to concentrate fully on keeping students and staff safe. That cooperation was an important part of today's successful response.

Today's incident also occurred while our community was already experiencing transportation and traffic challenges related to a separate overnight incident on FM 1660 that affected traffic and train movement through Hutto. We appreciate the work of our transportation, operations, campus, and District teams who managed those additional challenges while supporting today's safety response.

This is a reminder that school safety is a shared responsibility and that preparation matters. From the first report through evacuation, investigation, communication, return to the building, and student release, our teams followed established safety procedures and worked together with one priority: protecting our students and staff.

9:24 a.m. All Clear for Howard Norman Elementary following Evacuation

Howard Norman Elementary was evacuated this morning due to a reported bomb threat. Following a thorough sweep of the campus by law enforcement, and confirmation with Austin Police Department’s bomb squad, no credible threat was found, and the all-clear has been given. All students and staff have safely returned to the building.

The school day will continue as normal. However, if you wish to pick up your child, please take the following steps:

Step 1: You may come to the campus now.

Step 2: Please go to the cafeteria doors.

Step 3: You must bring your ID and must be an authorized pick-up person for your student.

We are extremely proud of our students and staff for doing an outstanding job following safety procedures and directions throughout the evacuation. Their calm, orderly response helped our team manage the situation safely and effectively. We are grateful for the Hutto ISD Police Department’s quick response.

We also want to sincerely thank our parents and guardians for remaining calm, staying away from the school, and allowing our staff and emergency personnel to focus on their responsibilities. Your cooperation and trust are an important part of helping us keep our students and staff safe during an emergency.

What is the Evacuate Action?

Evacuate is called when there is a need to move people from one location to another. During an evacuation, students and staff are asked to move from one location to another in an orderly fashion.

8:38 a.m. August 14, 2026: IMPORTANT: Howard Norman Elementary Evacuated

Howard Norman Elementary has been evacuated due to a reported bomb threat. All students and staff are outside and away from the campus as law enforcement responds and investigates.

Parents and guardians: Please DO NOT come to Howard Norman Elementary at this time. Keeping the area clear is critical so law enforcement and emergency personnel can safely do their jobs.

We will share additional information as soon as it becomes available, including any updates regarding a possible reunification location or process.

We understand families will have questions and concerns. Please continue to monitor official Hutto ISD communications for the latest information and instructions.

Again, please do not come to the school at this time.

Be Informed and Prepared

Hutto ISD uses the Standard Response Protocol (SRP) safety program. Staff members are trained in the protocol, and students and staff participate in regular drills. SRP is based on five actions: Hold, Secure, Lockdown, Evacuate and Shelter. SRP provides a common language for both schools and local law enforcement agencies.

When our families are educated regarding Hutto ISD’s Safety Response Protocols, it helps us to better prioritize our students' safety in the event of a crisis.

HOLD: In your Room or Area.

During a Hold, students will remain in the classroom, and classroom doors will remain locked. Inside the classroom, it will be business as usual.

A Hold could be used during a medical situation, for example, so halls can be cleared in case outside medical assistance is required. Also, an altercation in the hallway may require keeping students out of the halls until it is resolved. There may be a need for students who are not in a classroom to proceed to an area where they can be supervised and remain safe.

SECURE: Get Inside, Lock Outside Doors.

Secure is called when there is a threat or hazard outside of the school building. Students and staff are brought into the building,and the outside doors will be locked. Inside, it will be business as usual. This could be a police situation in the area such as a warrant being served or a police chase in the immediate neighborhood, or a dangerous animal in the playground. Secure uses the security of the physical facility to act as protection.

SECURE AND HOLD

Sometimes people become confused about the difference between “Secure” and “Hold.” During a Hold, the halls are cleared, students remain in their classrooms with their teachers and business continues as usual. If people are outside, they remain outside.

During a Secure, people are brought inside, and all activities inside the school continue as usual but no one will move in or out of the building. The main difference is that during a Secure the halls are open and may be utilized by students and staff as needed. People inside the school may not notice any difference in their daily routines during a Secure. Remember, the main difference between the two is that a Secure is enacted when a threat or hazard is outside of the school. A Hold is used when there is a need for the halls to remain empty, meaning the issue is inside the building. During both instances, classroom instruction should continue as normal.

LOCKDOWN: Locks, Lights, Out of Sight.

A Lockdown is called when there is a threat or hazard inside of the building. Students and staff are trained to enter or remain in a room that can be locked, and maintain silence. A Lockdown is only initiated when there is an active threat inside or very close to the building. From parental custody disputes, to intruders or an active assailant, Lockdown uses classroom and school security.

The Lockdown Action demands locking interior doors, moving occupants out of the line of sight of corridor windows, turning off lights to make the room seem unoccupied, and having occupants maintain silence. If students are unable to get behind a locked door, they are trained to self-evacuate. If your child contacts you to let you know that they safely self-evacuated, please contact the District Emergency Number at 512-759-2059 to notify us your child is safe.

EVACUATE: To a location

Evacuate is called when there is a need to move people from one location to another for safety reasons.

An on-site evacuation is conducted usually because of a mechanical failure that would disrupt the school day, such as a power outage or water disruption. If it can’t be resolved quickly, the school may have to plan for early dismissal. An offsite evacuation may be necessary when it’s no longer safe to stay in the building such as a gas leak or bomb threat. In this case, people will be allowed to bring their personal items with them. If there has been a violent event at the school, an off-site evacuation will almost always be necessary since the school will be deemed a crime scene. People may or may not be able to bring their personal items with them.

REUNIFICATION AFTER AN EVACUATION

When the students and staff are evacuated off-site, they may be walking to a different location or being transported to the location and there will be an organized reunification of students and parents/guardians at that site. SHELTER: State the Hazard and Safety Strategy

Shelter is called when specific protective actions are needed based on a threat or hazard. Training should include response to threats such as tornadoes, earthquakes, hazardous materials situations or other local threats.

HAZARDS MAY INCLUDE

• Tornado
• Severe weather
• Wildfires
• Flooding
• Hazmat spill or release
• Earthquake

SAFETY STRATEGIES MAY INCLUDE

• Evacuate to Shelter area
• Seal the room
• Drop, cover and hold
• Get to high ground

IMPORTANT: Any of the above types of emergencies could result in delays in the normal drop-off or release schedule for a campus.
We will provide frequent updates to families with schedule changes and drop-off or pick-up locations in the incident updates portion of this page.

Reunification with Students

Because things move quickly during emergency events, we cannot share in advance where everyone should go after the emergency has passed. We know this information is critical so our only goal will be to communicate a meeting location to you as quickly as possible.

As soon as it's safe, we will do everything we can to get you and your child reunited quickly. We will communicate the location, what you need to bring, where to report and anything else you need to know so you and your loved one can be reunited. Follow all instructions from law enforcement.

Parents and Guardians are automatically given accounts in our ParentSquare communication system to receive text, email and voice messages. Users can opt-out (unsubscribe):

Unsubscribe: Clicking "Unsubscribe" from an email notification brings the user to a screen where they can “Stop notifications”. Doing this turns all email/text/app notification preferences to off and School Alerts to off.

Stop Texts: Texting “STOP” will opt out the phone from future texts regardless of the user preference set under Notification Settings. If a text is still attempted, these phones will appear as failed text under the delivery report.

Note: Urgent Smart Alerts cannot be turned off in the user's Notification Settings.

Emergency School Closing Information

The district may close schools because of bad weather or emergency conditions. When such conditions exist, the superintendent will make the official decision concerning the closing of the district’s facilities. When it becomes necessary to open late or to release students early, the following radio and television stations will be notified by school officials:
