Special Education Parent Advisory Committee (SEPAC)
PURPOSE: To network with other parents of special education students who may have already navigated the things newly identified parents are encountering. To conduct trainings that are relivent to parents. To inform the special education director on topics they would like to address and get updates about state and federal updates in special education.

Bond Oversight Committee
PURPOSE: The Bond Oversight Committee is composed of Board members, the Hutto ISD Executive Leadership Team, representatives of the district’s facilities leadership and community members. The purpose of the committee is to provide opportunities for in-depth discussions and ask for input about the district’s bond projects. Detailed discussions might include: updates on design development and project budgeting, financial accountability processes within the Guaranteed Maximum Price: how we manage the various “buckets” of moneys associated with capital improvement projects (allowances, contingencies, buy-back savings), engagement with partner jurisdictional authorities, real property and site development issues, including strategic discussion on future site development.MEMBERSHIP CRITERIA: The Review and Oversight Committee is comprised of Board members, the ELT, community members, and representatives of the district’s facilities leadership. We ask that prospective members serve a minimum of two years. The application window for 2023-25 is now open. Apply here.
MEETING SCHEDULE AND LOCATION: Bi-Monthly meetings on the second Tuesday of each month; next meeting: June 13 at Central Admin Board Room. Meetings are held every other month for 90 minutes.

Supt. Staff Advisory Council
PURPOSE: This is a superintendent advisory council. This districtwide representation provides the superintendent and members of the district executive leadership team an oppportunity to hear directly from the staff on campuses and respective departments throughout the school year. Every member has an opportunity to bring questions or issues from their respective groups to the meeting agenda. Some questions are relatively easy to answer and others require research, yet others require problem solving and strategizing from the council. The goals are to provide clarity, understand the "why" of decisions, and to get ahead of issues that could become problematic if not addressed early. All members take notes and share them with their campuses and departments.
MEMBERSHIP CRITERIA: Every campus and department in the district select a representative for the school year. The same person may remain on the committee from one year to the next; however, we recommend a rotation of staff.
MEETING SCHEDULE AND LOCATION: The Superintendent's Staff Advisory Council meets once a month from 4:45 to 5:45 on a Zoom link. The last meeting of the year is in person.

District Safety Committee
PURPOSE: The committee, to the greatest extent practicable, must include at least: (1) one representatives of an office of emergency management in the district’s county or city; (2) one representatives of the local police department or sheriff’s office; (3) one representatives of the district’s police department, if applicable; (4) the school board president; (5) a school board member other than the president; (6) the superintendent; (7) one or more designees of the superintendent, one of whom must be a classroom teacher in the district; (8) if the district partners with an open-enrollment charter school (OECS) to provide instruction to students, a member of the OECS board or board’s designee; and (9) two parents or guardians of students enrolled in the district. Tex. Educ. Code § 37.109(a-1). By law the committee must: (1) participate on behalf of the district in developing and implementing emergency plans consistent with the district multihazard emergency operations plan (EOP) to ensure that the plans reflect specific campus, facility, or support services needs; (2) periodically provide recommendations to the district’s board of trustees and district administrators regarding updating the district multihazard EOP in accordance with best practices identified by TEA, the TxSSC, or a person included in the registry established by the TxSSC (i.e., a safety consultant); (3) provide the district with any campus, facility, or support services information required in connection with the safety and security audit, a safety and security audit report, or other reports the district is required to submit to the TxSSC; (4) review each report the district is required to submit to the TxSSC to ensure that the report contains accurate and complete information regarding each campus, facility, or support service in accordance with criteria established by the TxSSC; and (5) consult with local law enforcement agencies on methods to increase law enforcement presence near district campuses. Tex. Educ. Code § 37.109(b).

PURPOSE: As per district policy, BQ (LEGAL) A board shall adopt a policy to establish a district- and campus level planning and decision-making process that will involve the professional staff of a district, parents of students enrolled in a district, business representatives, and community members in establishing and reviewing the district’s and campuses’ educational plans, goals, performance objectives, and major classroom instructional programs. Education Code 11.251(b)
MEMBERSHIP CRITERIA: Every campus elects a representative and the district makes a call for community and parent representatives through the campuses or by soliciting volunteers. Members serve two years and must then rotate off for other members to join.
MEETING SCHEDULE AND LOCATION: Quarterly meetings from 5:30 to 7:00 pm in the Boardroom; normally on the 3rd Monday of that particular month.

School Health Advisory Council (SHAC)
PURPOSE: In Texas, the School Health Advisory Council (SHAC) is the committee that the board of trustees of each school district must appoint to assist the district in ensuring that local community values are reflected in the district’s health education instruction. The board of trustees must appoint at least five members to the SHAC. The majority of the SHAC must consist of parents of students enrolled in the district who are not also district employees. One of the parent members must serve as chair or co-chair of the council. The board of trustees may also appoint one or more persons from various community groups, including: classroom teachers; certified school counselors; administrators; students; health care professionals licensed or certified to practice in Texas, including medical or mental health professionals; the business community; law enforcement; senior citizens; the clergy; nonprofit health organizations; and local domestic violence programs. Tex. Educ. Code § 28.004(d). The SHAC is required to meet at least four times each year. Tex. Educ. Code § 28.004 (d-1).

CTE Advisory Councils
PURPOSE: The purpose of these councils is to provide feedback for CTE program improvement and linking students to educational and career opportunites.
MEMBERSHIP CRITERIA: Membership should include: Industry or higher education representatives in the respective career cluster; parents, students, or staff members in the cluster.
MEETING SCHEDULE AND LOCATION: Twice per year per advisory council or more as needed if a pressing issue arises.

Diversity, Equity, and Inclusion Committee
PURPOSE: Per Goal 8 of the District Improvement Plan, to work collaboratively across multiple stakeholders in order to create a district culture of equity and safety in every district building and in every classroom.

Community Education Committee
PURPOSE: This committee provides guidance and input to the course offerings in Community Education. It is important to offer courses that community members, students, and parents will attend. Committee members also agree to make contacts in the community and serve as a support network.
