Board of Trustees
The Hutto ISD Board of Trustees is made up of seven elected community members who serve staggered three-year terms. Trustees provide public service to the Hutto community without financial compensation and help guide the district through policy, planning, budget oversight and superintendent evaluation.
Board Officers
Officers are elected annually by the members of the Board of Trustees.
Felix Chavez
Mr. Chavez began serving on the Board in November 2020 and has continued to serve Hippo Nation with a focus on making a positive difference for students.
James Matlock
Mr. Matlock began serving in May 2021 and continues to advocate for the education and safety of students across Hutto ISD.
Shannon Jacobs
Mrs. Jacobs began serving in May 2022 and remains dedicated to supporting student belonging, community involvement and continued growth across Hippo Nation.

Mr. Matlock serves to advocate for the education and safety of all children in the district, from elementary to high school. He strives to be an advocate for students, parents and community members.

Shannon Jacobs
Board Secretary

Mrs. Jacobs has served on various PTAs, Board committees and mentor programs at multiple schools. She also serves at church with her family.
Why She Serves
Mrs. Jacobs is dedicated to Hippo Nation and supporting students as the district grows. She advocates for students having a place in Hutto ISD and a sense of belonging.

Amy English

Mrs. English has served on numerous local nonprofit and Hutto ISD groups, including PTAs, boosters, task forces and other nonprofit organizations.

Terrence Owens

Mr. Owens serves on the board of directors for The Sandbox at Madeline's Place and as Vice President of Large District for the Central Texas School Board Association.

Billie Logiudice

Mrs. Logiudice has served the community in many ways, including youth sports, Hutto Women's Alliance, Hutto Young Life, The Sandbox at Madeline's Place, Hutto Resource Center, PTAs, Hutto Education Foundation, livestock boosters, 4H and youth athletics organizations.

Dr. April Adams
Board Member
Community Service
Dr. Adams has served as a team member and leader with World Vision's Global 6k for water since 2019. She has served on Hutto ISD's Bond Oversight Committee since 2024.
Why She Serves
Dr. Adams serves as a board member because this role allows her to use her knowledge, expertise, and experience with higher education research to strengthen Hutto ISD as a future-ready district.

Why School Boards Matter
Local school boards represent one of the most direct forms of community voice in public education. Trustees translate the needs of students, families, staff and taxpayers into policies, priorities and goals that support the district's mission.
What School Boards Do
Hutto ISD Board members establish district goals and priorities, adopt policies, hire and evaluate the superintendent, approve the budget, set the tax rate and communicate with the community about district work and needs.
How Board Members Are Elected
Hutto ISD has seven Board of Trustees members. Trustees are elected at large and serve staggered three-year terms. Candidates must meet the eligibility requirements of the Texas Election Code.

Communication not addressed to a specific Board member will be forwarded to the Board President. Email communications may be sent to board members using the email addresses listed on this page.
Anonymous calls or letters will not receive the Board's attention, discussion or response and will not be referred to the administration for action.
Public Comment During Board Meetings
At regular Board meetings, the Board permits public comment, regardless of whether the topic is an item on the posted agenda. Individuals who wish to participate during public comment may complete a public comment card on the night of the meeting at the entrance of the Board Room, located inside the Hutto ISD Administration Building at 200 College Street.
Online public comment requests must be submitted by 6 p.m. on the evening of the meeting. In-person public comment cards must be completed by 7 p.m. Public comment begins immediately following executive session. An individual's comments to the Board shall not exceed five minutes per meeting. A spokesperson for a group is allowed five minutes to make a presentation to the Board.
