The Dual Language Enrichment Model

The Dual Language Enrichment model was implemented in HISD for all bilingual classrooms. The goal of bilingual education under this model is designed for students to be bilingual, bi-literate, and bi-cultural. The model places great emphasis on inspiring and setting high expectations for all students regardless of language background.

Two Model Approaches 

One-Way Dual Language supports “one language” groups of students to become bilingual, bi-cultural, and bi-literate. In this program, students will develop oral and cognitive academic language proficiency in English and in Spanish while mastering grade level knowledge in skills in the content areas. For example, students whose primary language is Spanish would learn in English and Spanish. Since 2007, HISD has been implementing this approach for students whose first language is Spanish and who are not yet proficient in English upon entering school.  

Two-Way Dual Language (DALE Program/Programa DALE) supports “two language” groups of students to become bilingual, bi-cultural, and bi-literate. In this program, students will develop oral and cognitive academic language proficiency in English and in Spanish while mastering grade level knowledge in skills in the content areas. The composition of the classroom is at least 1/3 of the students are native English or native Spanish speakers. For example, both Spanish-speaking and English-speaking students would learn in both languages. HISD implemented this approach in the fall of 2014 at Ray Elementary and Veteran’s Hill Elementary, beginning in Kinder and First Grade.
